sir,
I am commanded by the Army Council to acknowledge the receipt of your letter Fo. 11903/16 of 13th March, transmitting copies of two telegrams from the Governor of Hong Kong relative to certain enemy subjects detained at Hong Kong.
In reply thereto, I am to acquaint you, for the information of Mr. Secretary Bonar Law, that the Council consider that the two Doctors, Adolf Eye and Reinhold Grimm, should be retained as not eligible for exchange, since, presumably, they were not within the British dominions on the date when the agreement for the repatriation of civilian Doctors was entered into with the German Government.
With regard to the prisoners mentioned in the second telegram from the Governor, I am to say that the first and fifth mentioned may be sent to this country if they are able to pay their way; the third and fourth should be interned; and it would be desirable that the second should be permitted to remain with his father.
